Well-known config locations probed in order when PV_CONFIG is unset.
Project-local files (current directory) beat the per-user file the
pvctl setup wizard writes (see user_config_path).
Note: config/harness.example.toml is deliberately NOT in this list.
The example config is a template intended to be copied to a real
proofvisor.toml or config/harness.toml; auto-discovering it from
a working checkout silently defeats the wizard-written per-user file
(developers who ran pvctl init still saw the example’s settings
because the example outranked the wizard file).
agentvisor.toml is the name before the ProofVisor rename; it is tried
last so an installation that has both files uses the new one.
