Resolve the configuration source without reading it.
Order: PV_CONFIG (must exist — a typo must never silently fall
through to another file), then CONFIG_SEARCH_PATHS, then the
per-user wizard file, then built-in defaults driven by
PV_UPSTREAM_URL.
