Expand description

Per-principal token-rate limits from the pushed bundle.

Prompt tokens are checked and recorded at admission; completion tokens are recorded as the provider reports them. A request is refused when its prompt would push the principal’s window over the cap, so a principal that ran over during a stream is refused on its next request.
